Ceding of Sovereign Territory of the United States to the Sovereign Country of Russia

EducationNews.org’s owner, editor and publisher Jimmy Kilpatrick today announced his website newspaper’s official support for the proposed 28th amendment to the United States Constitution calling for the country to cede the geographical territories of Berkeley, California and Toledo, Ohio to the sovereign country of Russia.

Other than to say that the amendment includes stipulations that will protect the security of the United States of America, Kilpatrick says the amendment speaks for itself.Kilpatrick notes that the leadership of both communities have been involved in high profile insults of the American people directed towards the United States Marine Corps.

"As an American, I have grown tired and weary of this kind of conduct," Kilpatrick says."I am tired of telling them to go to Hell.It's time we just give these political degenerates to Russia."

"Of course, I am not a constitutional expert.So, I welcome the help of others who might be willing to take this first draft; improve upon it; and start the process of ridding our country of this kind of insidious cancer that these philosophical and intellectual 'weanies' represent," Kilpatrick said.

Kilpatrick's amendment reads:

Amendment 28 – Ceding of Sovereign Territory of the United States to the Sovereign Country of Russia

1. Upon ratification of this amendment and with the stipulations as described herein, The United States of America cedes sovereign authority over the geographical boundaries of Berkeley, California as defined by the laws of the State of California as of February 11, 2008 to the sovereign country of Russia.

2. Further, upon ratification of this amendment and with the stipulations as described herein, The United States of American cedes sovereign authority over the geographical boundaries of Toledo, Ohio as defined by the laws of the State of Ohio as of February 11, 2008 to the sovereign country of Russia.

3. The stipulations for both territories include:

Let's cede New Orleans, too. Maybe Russians can do what Bush promised but failed to do. And how about Texas? I understand Texans like to look into Putin's eyes, and rock his soul.

Pretty good idea.

I imagine Russia would decline because said territories are future Taliban hideouts.
