Only 18 percent of freshmen and 9 percent of sophomores are reading at their grade level.

 It was a recipe for success at other schools: a committed principal, an extra period in the day, more teacher training and mandatory reading classes for students with the lowest test scores. But at Glades Central High School, it didn't work.
