Think the use of H-1B visas are limited just to tech giants such as Microsoft and major research universities? This isn’t so. Among the biggest users of the high-skill visa program are the New York City Department of Education and the Los Angeles Unified School Districts. Others can be found in Nebraska, as the Omaha school district sponsors four foreign teachers to work in its schools, and even in tiny Southern school districts.
